Iraqi National Congress leader Ahmad Chalabi has warned the United Nations and the United States against trying to govern Iraq -- even temporarily -- in the event that President Saddam Hussein is overthrown. Chalabi, shown during a Feb. 9 interview, is the best known leader of the opposition Iraqi National Congress (INC) and wrote in The Daily Telegraph newspaper on February 20, 2003 that 'there must be no gap in the sovereignty over Iraq by Iraqis.
